Freeform Poetry and one of my issues with it

I hate “poetry” with illogical breaks. Aren’t breaks supposed to create intensity? When you’re writing freeform aren’t you still supposed to follow that simple rule? I hate seeing the end of a previous sentence start off the next line because I treat the end of a line as a break, as I’m sure most do, so it reads stilted not stylized.

Breaks should be placed carefully,
Purposefully,
To bring across an emotion,
Not just for looks;
For the hell of it.
To make your piece a poem
Breaks should
Not happen
In such
A
Random fashion that
They make
No sense.
They need to bring pause,
Intensity
Emotion
Feeling
At just the right rate
That they still flow.
